Before putting your eye liner on, dust a mattifying powder over your eye area. That will absorb all the oil and hopefully your eye liner will stay put for a while longer. Keep your eyes shut when doing it though! 

Also, set it with a black eye shadow (or whatever colour gel liner you use). Just like setting a foundation with a powder, it will really increase staying power.

If they don’t work, I guess you could try using an eye shadow primer.
